Balti is the second largest city in the Republic of Moldova, located in the north of the country. It's a beautiful and clean city. The city is not a tourist destination, but it can give you all the expectations: culture, shopping, local attractions, good food and fun. In Balti you can visit the "Vasile Alecsandri" theater, the Ethnographic Museum, monuments and historical buildings, churches and monasteries, parks, squares and quiet streets for the promenade. The city is beautiful day and night, but beauty is different. In the evening is the special rest time, many people visit restaurants, clubs, discos. "Vasile Alecsandri" National Theater is a great place to spend an evening admiring the beauty of Romanian culture. The actors at the National Theater "Vasile Alecsandri" promote everything that is called patriotism, which we call the love of the country, the love of the native land. Day offers you the opportunity to rest in the water park "Caşalot", the Ethnography Museum, to take pictures with the tank in the center of Balti or the Monument of Stephen the Great. In addition there are 42 monuments with a unique historical heritage, of which 10 - history, 18 - architecture, 7 - archeology, 7 - culture.
The city is situated in the middle of the Balti steppe with a fragmentary plain relief, 138 km north from Chisinau, 65 km from the border with Romania, Sculeni customs, and 120 km from the border with Ukraine, Otaci customs. It is bordered by the towns of Falesti, Glodeni, Riscani and Singerei, which are 20-40 km away. Balti Municipality is the third urban center by size and population in the Republic of Moldova, surpassed only by Chisinau and Tiraspol. It consists of the communes Sadovoi and Elizaveta. In the territorial context, the city is divided into 3 planimetric sectors: Center (including the Tigania, Teioasa and Berestecico neighborhoods); Earthlings (including the Jubiliar and Dacia neighborhoods); Slobozia and two Moldovan formations Molodova, Balti Noi. The climate is temperate continental, and the most important rivers that pass through the city are Răut and Răuţel.
State University "Alecu Russo" from Bălţi (USARB) is a higher education institution, scientific, training and culture center in the northern part of the Republic of Moldova, through its achievements, has achieved, over 60 years of activity, an outstanding reputation both nationally and internationally, qualified specialists working in various fields of education, science and national economy. The university campus is placed in a compact way (blocks of study, dormitories, services) in the center of Balti municipality.

On December 7-8, 2018, a scientific-practical conference with the international participation "THE USE OF MODERN EDUCATIONAL AND INFORMATIONAL TECHNOLOGIES FOR THE TRAINING OF PROFESSIONAL COMPETENCES OF THE STUDENTS IN HIGHER EDUCATION INSTITUTIONS" ,took place at the "Alecu Russo" State University in Balti, organized the research team of the institutional project of applied research 15.417.06.27A Managing professional competencies training in university studies by organizing an adaptive training process (PROFADAPT).
The conference participants were welcomed by USARB Rector Natalia GAŞIŢOI, Vice-Rector for International Scientific Relations and International Relations Valentina PRIŢCAN and President of the USARB Scientific Council Mr. Pavel TOPALĂ.
At the plenary session, Valeriu CABAC, professor, dr., USARB, Adrian ADĂSCĂLIŢE and Sebastian ARĂDOAIEI, professors, "GHEORGHE ASACHI" Technical University of IAŞI and the eLearning community of pre-university education in Romania and Moldova, Adriana PETROVICI, teacher and educational manager.
The activity in the sections has been marked by consistent communications, made by both academics from the country and abroad (USARB, UAIC, UTM, USAM, UPS "Ion Creanga", UST) as well as PhD students, master students and students.
